Health Consortium Co-Chairs

The Co-Chairs provide overall leadership to the advancement of Health Consortium priorities and business. They are responsible for setting meeting agendas, leading meetings and providing general oversight.

Dan Witzling

Elevate Public Affairs

Dan Witzling is the vice president at Elevate Public Affairs, with over twenty years of experience in public affairs and community service leadership. He specializes in strategic planning, targeted communications, and diversity and equity initiatives. Dan has held roles ranging from national managing director of DEI programs to executive director for the American Cancer Society in Los Angeles.

Previously, he worked with BREATHE Southern California, Jewish Big Brothers Big Sisters, Cerrell Associates Inc., and The Jewish Federation. Dan remains active in community and public health leadership, including roles with the American Legion Hollywood Post 43 and San Gabriel Valley Health Consortium. He holds an MBA from American Jewish University and a BA in International Development Studies from UCLA. 

Crystal Cadavid, RN, MSN, PHN, CMSRN

LA County Department of Public Health, SPA 3

Crystal serves as a Public Health Nursing Supervisor with the Los Angeles County Department of Public Health (DPH). In her nearly ten years of service, Crystal has contributed to various community and systems-level initiatives, including emerging infectious diseases, nursing roles in antimicrobial stewardship, cross-sector collaborations addressing social determinants of health and health inequities, the implementation of health and wellness legislation, and the COVID-19 response. She currently oversees public health nursing engagement and partnerships in the San Gabriel Valley. Prior to her role at DPH, Crystal worked as a medical surgical nurse. She holds a BSN from UCLA and an MSN in Public Health Nursing from the University of Hawai’i at Mānoa.

Nely Meza-Andrade, LMFT, MBA

Casa Treatment Center

Nely is the Executive Director/CEO of Casa Treatment Center. Prior to joining Casa Treatment Center, she was the Senior Program Director at Phoenix Academy at Lake View Terrace and oversaw all residential, outpatient and wraparound services at the Academy and was responsible for mental health, family services, and outpatient programs. Nely also manages her private practice as a psychotherapist. She worked as Director of Programs and Quality Assurance for SPIRITT Family Services in San Gabriel Valley, LMFT therapist at Eisner Health, and for other behavioral health organizations. Nely is a licensed Marriage and Family Therapist, holds an MBA degree from Mount Saint Mary’s University, Master’s of Science in Counseling (MFT) from San Francisco State University, and Bachelor’s of Science in Psychology from California State University-Los Angeles.

Deborah L. Silver, MA

Health Consortium Director

Deborah L. Silver has worked with the Health Consortium of Greater San Gabriel Valley since 2001 and now serves as the Health Consortium’s Director. Deborah has provided leadership and support to all facets of the Consortium’s functioning, including coordination, administration, organizational development, strategic planning, fund development, program development and project management. She has an extensive background in community-based strategic planning, facilitation, coalition building, organizational development, and resource development. 

Prior to her work with the Health Consortium, Deborah served as Division Manager for Health Promotion and Policy Development at the Pasadena Public Health Department where she oversaw numerous programs including tobacco control, violence prevention and health improvement initiatives. She obtained her Master’s Degree in Applied Social Psychology from Claremont Graduate University, where her research and studies focused primarily on organizational behavior and health psychology. Deborah has also served on a number of nonprofit organization boards of directors, including Day One, Planned Parenthood Pasadena and San Gabriel Valley and Pasadena Child Health Foundation.

Angela Chung-Seto, MPH, CHES

Health Consortium Program Assistant

Angela has dedicated her career to serving underserved and vulnerable communities in California. At a Federally Qualified Health Center, she held roles such as Teen Clinic Coordinator, Health Educator, and Special Projects Manager, focusing on compliance and operational excellence. Post-graduate, she served as a case manager for a social service agency in San Bernardino, helping individuals impacted by HIV/AIDS connect to care.

Before joining the Health Consortium in 2022, Angela served as a Community Relations Representative at Health Net, overseeing territories in Northern California, Kern and Los Angeles Counties. She educated communities about the Affordable Care Act, assisted individuals with applying for health insurance through Covered California, and supported non-profits in securing thousands of dollars in grants to enhance services for underserved and vulnerable communities.

Angela holds a dual master’s degree in public health, in Health Promotion and Education, and in Maternal and Child Health from Loma Linda University and is a Certified Health Education Specialist.
